Ghana Minister Sets 2027 Deadline to Close Urban-Rural Digital Divide
Ghana's communications minister has set a deadline of end-2027 to close the country's urban-rural digital divide. The announcement provides a concrete policy timeline for ecosystem builders and connectivity investors targeting underserved communities.
Rural 4G: a deadline is not a plan
70 per cent 5G population coverage by March 2027, and the entire urban-rural digital divide closed by December — those are striking numbers from Minister Sam George.
But the mechanism he names is upgrading ageing 2G and 3G towers across rural districts to 4G and 5G, plus laying the fibre and microwave backhaul to carry real broadband speeds. That is serious civil infrastructure work. Ghana has MTN's $1.1bn network commitment moving in the same direction — but 800 cell sites in 2026 is a year's work across one operator.
The deadline may be real ambition. It may also be a political number dressed as a technical one. The thing to watch is whether the NCA and GIFEC publish a site-by-site rollout schedule — because a concrete plan is falsifiable, and a headline target is not.
