GRA Dismisses Claims of Additional 20% VAT on Digital Services
The Ghana Revenue Authority has moved to dismiss circulating claims that an additional 20% VAT is being applied to digital services, seeking to clarify the scope of the existing digital services levy. The clarification directly follows the 15 October report that Ghanaian banks were being tasked with collecting a 20% digital services tax on platforms including Netflix, Spotify, and ChatGPT.
Digital VAT: the problem was never the rate
The GRA's clarification is technically correct — 20% isn't new, it's the existing stack of VAT, health levy and education levy that foreign platforms were already supposed to be collecting.
The real news is buried in one line: providers who haven't been charging and remitting could now see that cost appear at the point of payment. For founders using tools from those non-compliant platforms, that's not a clarification — it's a bill arriving for the first time.
The mechanism shifting the compliance burden to banks and mobile money providers is smart. Whether Ghanaian consumers and startups get clear notice before it hits their accounts is the thing to watch.
